日本产业低碳竞争力辨析

本文目的是通过辨析,正确认识日本产业部门在低碳竞争力上的优势与劣势,避免中国和日本在低碳经济领域合作上的盲目性.主要运用国际比较的方法,首先,从实现削减碳排放目标的能力、与环境和能源相关的创新能力、低碳产品的市场竞争力三个方面,对日本产业部门的低碳竞争力进行了辨析.认为,日本产业部门的低碳竞争力并不像其所掌握的低碳技术那样强大,一方面在实现削减碳排放目标的效果、高“投入一产出”的低碳创新能力、太阳能相关产品的市场竞争力等方面保持着强大的低碳竞争力,但另一方面,在CO2排放效率、一些可再生能源相关产品市场竞争力等方面存着相对劣势.最后,从提高中日两国在低碳领域合作效率角度出发提出了一些建议.既要看到中国同日本等发达国家在低碳经济上的差距,也要清楚自身的优势.吸取日本在保持和提高产业低碳竞争力上的经验和教训,寻找提高中国产业低碳竞争力的有效对策.
