西安地铁工程安全文化的建立

目前,我国地铁建设发展迅猛,安全隐患、事故的出现和发生屡见不鲜。本文从现代安全生产管理理论出发,结合＂安全第一,预防为主,综合治理＂的安全生产方针,在分析、总结西安建立地铁工程安全文化的基础上,着重对安全文化的认识和理解、建立原则以及建立的着重点等方面进行了阐述和探讨,旨在从文化建设的角度去认识＂安全第一,预防为主,综合治理＂的方针应如何在地铁建设过程中得到落实,使西安地铁的安全管理工作步入科学、健康发展的良性轨道。

Establishment of safety culture in Xi'an metro engineering

At present,along with the rapid development of metro construction in China,the safety hidden trouble and accident appeared and occurred frequently.From the theory of modern work safety management,combining the principle of ＂safety first,precaution crucial,comprehensive treatment＂,based on the analysis and summary on establishment of safety culture in Xi＇an metro engineering,some aspects were majorly represented and discussed,such as the understanding,establishment principles and emphasis of safety culture,in order to know how to carry out the ＂safety first,precaution crucial,comprehensive treatment＂ principle in the metro construction process in view of culture construction,and make the safety management of Xi＇an metro step into the sound track of scientific and healthy development.
