| 摘 要： | 分析了我国水土保持几十年来的起落变化，提出水土保持要有稳定的投入、健全的机构和稳固的人员队伍，不断提高水保人员素质；通过建立具有持续高生产力并和各环境因子保持和谐协调关系的生态体系，恢复和培育土壤的生产功能和调控功能，才可能把水土保持从初级水土流失治理阶段，逐步推向整治开发型或生态经济型阶段。
