| 摘 要： | 战略环境评价（SEA）在日本已成为政府和地方公共团体实施可持续发展战略的一个重要手段。简要回顾了日本战略环境评价的发展情况，着重介绍了开展战略环境评价的基本指导原则及实施过程中的注意事项。综合日本的实践经验及我国的实际情况。提出了我国开展SEA的几点建议。

| Abstract: | SEA has become an important means to realize sustainable development for the government and local public groups in Japan. The development of SEA in Japan was first reviewed and then basic principles and advertent items in the SEA process into practice in Japan were presented. According to the experience in Japan and the situation in China, some recommendations for conducting SEA in China have been proposed. |
