上海建设项目竣工环保验收监测工作的发展

1988年上海在全国率先展开建设项目环保设施竣工验收监测工作。随着产业结构的调整,纺织印染、水泥建材、制浆造纸、电镀等重污染类项目逐渐减少,大型市政类或公共事业类项目急剧增多。1989-2000年间,验收监测项目数量逐年以翻番态势增长。上海环境监测系统和行业监测站的项目负责人培训工作大力促进了区、县和行业环境监测人员验收监测水平的提升。废水、废气监测能力由常规污染因子向有机污染因子扩展。实验室信息管理系统(LIMS)有力提高了验收监测项目的工作效率和管理水准。

Development of Monitoring of Check and Accept of Environmental Protection for the Completed Construction Project in Shanghai

Shanghai first started the monitoring of check and accept of environmental protection facilities of newly completed construction project in the nationwide in 1988.With the adjustment of the industrial make-up,quantity of newly completed construction projects decreased gradually in the industries of spinning and weaving,dyeing and printing,cement and building materials,electroplating,etc,and increasing sharply in municipal works and public utilities.The total number of the new projects multiplied year by year from 1989 to 2000.Training to the project manager from Shanghai environmental monitoring organization and industrial monitoring setup promotes the monitoring level of examination and acceptance energetically.Chemical analysis ability in the area of effluent and exhaust gas expands from common compounds to organic ones little by little.Laboratory information management system(LIMS) powerfully enhances the working efficiency and management standards.
