炼化承包商关键岗位安全能力考评指标体系研究

为实现炼化承包商关键岗位安全能力的准确评估,借鉴国家和炼化企业相关要求以及人员安全能力的研究成果,建立了能够客观系统地反映承包商关键岗位员工安全能力的量化考评模型,构建了管理层与作业层的安全能力考评指标体系,包括7个一级指标、44个二级指标、52个调查问卷题及1932道个人测试题的炼化承包商关键岗位安全能力考评体系,同时调研了考评指标体系涉及的岗位及工种类别、建立了计算模型、开发了考评系统软件并应用于某炼化企业。结果表明:该研究成果实现了有效的承包商关键岗位员工安全能力考评,在严把人员入场及动态监管承包商方面为企业提供有力支持。

Study on Safety Capability Evaluation Index System for Key Positions of Refining and Petrochemical Contractors

In this paper, in order to achieve an accurate assessment of the safety capabilities of key refining contractors, and to draw lessons from the responding requirements of national and refining enterprises, as well as the research results personnel safety capabilities, a quantitative evaluation model that can objectively and systematically reflect the safety ability of the contractor's key positions is established and the security capability evaluation index system of management and operation level is constructed, including 7 first-level indicators, 44 second-level indicators, 52 questionnaire questions and 1 932 individual test questions. At the same time, the positions and types of work involved in the evaluation index system are investigated, the calculation model is established, and the evaluation system software is developed and applied in a refinery enterprise. The results show that the research results have achieved the effective assessment of the safety of the contractor's key positions, and provided strong support for the company in terms of strict personnel admission and dynamic supervision ofcontractors.
