Valley economy is based on the development and utilization of water resources.It is the special type of regional economy with the core of basin-wide optimal allocation of resources.As scholars keep the quite different understandings between the natural characteristics and human characteristics,this leads to the people’s understanding uniform for the essential characteristics.This thesis presented the view that the valley economy expresses the leading economic relations during the allocation of resources.The economy is characterized by scarcity,efficiency,marginal output decline and hierarchy.Harmony River Watershed is the trend of economic development.Harmonious valley is important to embody the scientific concept of development,the primary condition to support the sustainable economic development and the significant part of building a harmonious society.
