| 摘 要： | 对目前国内外流域水资源管理发展历程与存在的问题的分析入手,立足于水资源管理的实际问题,以流域水资源复杂大系统分析与冲突分析理论为基础,系统地提出了适合我国国情的流域水资源集成管理模式、组织结构与技术路线.

| Abstract: | Starting from analyzing the course and problems of domestic and oversea water resources management progressing, the model, organization structure and technical line of integrated water resources management on river basin suitable for national conditions were put forward on the basis of systemic analysis and conflict analysis theories on complicated watershed system and actual problems of water resources management. |
