Bidding Management for Social Testing Institutions Involving in Environmental Monitoring Service

In this paper, the importance of the bidding management and its basic procedures for environmental monitoring service were described. It was proposed that social testing institutions participating in bidding should have legal person qualification, a sound quality management system, qualified staff who have passed professional training courses, specialized equipments and assets. It put forward the requirements of field monitoring, sample handing and analyzing, equipment and reagent purchasing, test report, etc. for social testing institutions to participate in the environmental monitoring service.
