| 摘 要： | 简述了沈阳市污染源在线监控系统建设发展历程。明确了围绕特许经营方式各相关部门的职能，分析了特许经营方式在解决传统运营管理存在问题及所显示的有效利用资金、缩短建设周期、统一封闭管理的优势，指出施行特许经营方式能大力提高系统监管效能。
