The challenge and issues existed in environmental monitoring under new situation is discussed. The main problems of environmental monitoring work are those that can't tell the environmental quality situation accurately, can't catch up with the development of environmental management's need and standardization. Environmental monitoring departments need to adopt an overall point of view to arrange work around the central work, need to explore break of comprehensive decision-support, need to adopt awareness of quality to serve technical support, need to adopt competitive awareness and to cultivate intermediary organ for market competition, and need to foster hardship awareness for increase efficiency.
