中国环境风险评价体系的完善:来自美国的经验和启示

分析总结了美国在比较风险评价研究、环境风险评价指南、环境风险评价过程中的不确定性分析和风险交流等方面的经验,并结合我国环境风险评价现状和存在问题,提出,开展比较风险评价研究,完善环境风险评价指南体系,减小环境风险评价的不确定性和建立有效可行的环境风险交流体系的建议,从而完善我国环境风险评价体系,提高环境风险评价结果的真实性和可靠性。

Improvement of China's Environmental Risk Assessment System: Experience and Enlightenment from the United States

This paper mainly analyzed and summarized the experience of the United States in comparative risk assessment research, environmental risk assessment guidelines, and the uncertainty analysis, risk communication in the process of environmental risk assessment. Then, combined with the current situation of China''s environmental risk assessment and existing problems, this paper proposed specific recommendations of carrying out comparative risk assessment research, improving the environmental risk assessment guideline system, reducing the uncertainty of environmental risk assessment and establishing an effective and feasible risk communication system, so as to improve China''s environmental risk assessment system and the truth and reliability of the environmental risk assessment results.The goal of vertical reform of environmental monitoring in Jiangsu Province was clearly put forward. Therefore, it suggested clarifying the power of environmental monitoring at all levels, increasing financial security at all levels, strengthening monitoring capacity-building and enhancing the capacity of the team.
