目前中国在环境监测市场化发展方面仍处于探索阶段,在政策体系、法律体系和监管制度等方面还存在许多问题,国际上一些发达国家在环境监测的市场化发展方面已有诸多成功经验,可供中国参考。研究主要以日本环境监测市场化运行模式为例,分析日本成功经验,并对中国环境监测市场化发展提出针对性建议,以供相关政府部门参考和借鉴。

Reference and Implications of the Market-Oriented Operation Mode for Environmental Monitoring in Japan

It is well-known that it''s hard to promote environmental protection effectively and comprehensively relying on government alone. Administrative units can hardly assume in an all-round way the responsibility of environmental monitoring due to the huge involvement and the high professional needs, and the reform of environmental monitoring is oriented to society and market. At present, the development of environmental monitoring market in China remains at the exploratory stage, with a throng of problems in policy system, legal system and regulatory system, and China can refer to the successful experience of some developed countries in this respect. In this paper, the successful experience of Japan is analyzed, taking its market-oriented operation of environmental monitoring as an example, and suggestions are presented for relevant government organs'' reference in China.
