环境监测是生态文明建设和环境保护的重要基础。目前,环境监测改革已经进入关键阶段。研究在梳理环境监测基本定位的基础上,分析了各项改革的系统性、协同性,提出要理顺各级监测事权与支出责任,化解地方干预,优化环境监测发展的总体布局,加强环境质量监测和执法监测,建设独立、公正、权威、高效的生态环境监测体系,确保改革取得扎实成效。

Identifying the Right Position,Scientific Layout and Seize the Key to Ensure a Satisfactory Environmental Monitoring System Reform Outcome

Environmental monitoring is of fundamental importance for the construction of ecological civilization and the environmental protection. The reform on the environmental monitoring has stepped into a crucial stage. With the understanding of the new reform strategies on environmental monitoring in China, we analyze the synergy of reform polices systematically and offer some recommendations for achieving a significant improvement in environmental monitoring reform. The responsibilities of the administrative authority and financial power in environmental monitoring should be clarified. The data falsification in the local governments should be prevented. The whole layout for the development of environmental monitoring should be optimized by strengthening environmental quality monitoring system and reinforcing the supervision role of the environmental compliance and enforcement. The establishment of an independent, impartial, authoritative and efficient environmental monitoring system will be highly beneficial for a satisfactory reform outcome.
