生态城市环境管理经济方法体系研究

针对生态城市的特征,根据整体最优的原则,通过政府、企业、公众的互动,整合了排污收费、排污权交易、生态补偿、资源费、激励机制、环保银行等经济方法,并与法律、行政、技术、教育等手段相结合,建立了一套完整的生态城市环境管理经济方法体系.以厦门市九龙江流域生态补偿为案例,简要分析了该方法体系实施后的效益.结果表明,该方法体系的应用将产生可观的社会、经济和环境效益,进一步可实现生态城市的高效环境管理.

Study on the urban eco-economic environmental management system

The present paper intends to introduce the authors' work on a new more efficient urban environment management system based on a case study with Jiulongjiang valley in Xiamen city.As is known,it is of great significance to build modern cities with an efficient eco-environment system.The suggested urban economic eco-environment management system is expected to enjoy more advantages over the other current ones in the same nature.The suggested system integrates the economic management aspects,such as pollution charge,emission trading,eco-compensation,resource charge,inspiriting mechanism and environmental protection bank into a comprehensive system with other aspects,such as legal,administrative,technical,educational systems.In so doing,a holistic optimization is expected to be achieved by integrating the methods concerned and the mutual interaction among the governmental departments,enterprises and the general public into an organic whole.Taking Jiulongjiang valley in Xiamen city as a sample,the possible or potential benefits are roughly estimated by applying this economic instrument system.The result shows that the system is expected to bring about considerable social,economic,and environmental advantages while taking the efficient environmental management of eco-city as a general strategy.
