摘    要:论述应用定量风险评价(QRA)对评价、控制低概率重大事故风险的重要意义.介绍了低概率重大风险范畴与主要来源,QRA技术的主要用途与基本方法,研发与使用QRA计算重大风险的主要技术程序.提出了在应用QRA评价重大风险时应注意的几个主要技术问题.

Abstract:This article aims at discussing the significance of the QRA method for low probability major accidents assessment and control in hoping to enrich the quantified risk assessment (QRA) theory and its implementation in China. To this end, the author has introduced the concept of the risk of low probability major accidents, the classification and scope of the risk involved, as well as the impact and misunderstanding by the low probability and uncertainty. The article has also discussed major methods and usage of the QRA with the main technological procedures on QRA reviewed. Notices are also paid on the different conditions, including some key factors, such as the personal and social risk value etc. with the focus on the basic boarding conditions as to how to implement the QRA.
