我国非煤矿山标准现状与分析

对1975—2007年间发布的775项非煤矿山标准的统计分析表明,我国非煤矿山标准的制修订、批准发布属于不同的标准化技术委员会和不同的部门;非煤矿山标准属于有色金属、黑色冶金、建筑材料、核工业、化工、轻工、石油、天然气、机械、汽车等行业领域。在775项标准中,推荐性标准有611项,占78.8%,推荐性标准比例高于强制性标准比例;2007—2002年、2001—1997年、1996—1992年、1991—1987年、1986—1982年、1981—1975年间发布的标准分别为218项、190项、270项、76项、12项、9项,发布时间在5年以上的标准占71.9%,平均发布时间为9.6年,我国非煤矿山标准老化、修订周期长问题比较突出,因此,应加强非煤矿山标准的制修订工作。

Analysis on China's Non-coal Mine Standards

According to the statistic analysis of 775 non-coal mine standards released from 1975 to 2007,it shows that the establishment,revision and approval of these standards belong to different standardization technical committees and different departments at various levels;these standards cover many industry fields such as nonferrous metal,black metal,building material,nuclear industry,chemical industry,light Industry,petroleum,natural gas,mechanism and automobile.Among these standards,611 are recommended to use,which accounts for 78.8% and is more than compulsive standards.The standards released from 2002 to 2007,from1997 to 2001,from1992 to 1996,from1987 to 1991 are respectively 218,190,270,76,12 and 9.The standards,which have been released over 5 years,account for 71.9% with an average period of 9.6 years.Thus,the outdated standards and long interval period for revising make it urgent to strengthen the establishment and revision of non-coal mine standards.Thus,the outdated standards and too long period for revising make it urgent to strengthen the establishment and revision of non-coal mine standards.
