试论火警等级设定与调度指挥

为了规范接处警调度指挥程序,确保灭火救援力量调度准确及时,笔者就火警等级设定在国家尚未定论的情况下,依据接处警的经验,以及按火警发生的类型、规模、时间给予了等级定义,将火警分为1～5级,一级为最低级,五级为最高等级,等级设定旨在便于灭火救援的调度指挥。同时,结合苏州市多种形式消防队力量较强的状况,对1～5级火警的消防调度、组织指挥、等级汇报提出了符合较发达地区消防特点的调度指挥方案,使之在处警时有计划地调动就近的公安、专职等多种形式消防队,真正使多元化的消防力量能够共同参与、上下联动、形成合力,在最短的时间内控制灾情。

Discussion on Setting the Fire Alarm Ranks and Dispatch Command

In order to standardize the order of dispatch command when receiving fire alarm and to secure fire fighting forces being dispatched accurately and in time, the definition of fire rank is defined according to the experience in fire categories, fire scales and fire times when the state rule has not been enacted. Five ranks have been tentatively classified, in which the first rank is the mildest and the fifth rank the severest. The aim of setting the fire alarm ranks is convenience the dispatch command of fire fighting forces. Since multiple forms and relative strong fire fighting forces have been organized, different dispatch, organizational command, and reporting protocols corresponding to different ranks are established, so that different fire fighting forces could be dispatched coordinately from the nearest places to form integrated forces and to control the fire in shortest time.
