基于时间约束模型应急演练绩效评估的实证研究

针对该应急演练绩效评估方法单一现状,结合应急演练特点,提出基于时间约束模型的应急演练绩效评估方法。该法视应急演练为参演人员在有限时间内,在虚拟事故情景中依次完成一系列应急任务的活动,重点从演练人员应急能力展示和时间资源利用两方面定量评估演练中每项应急任务以及演练整体的完成情况,并给出评估方法的运作流程及其计算公式。在实际运用中,该方法能有效发现应急工作的不足,有助于应急管理工作的改进。

Demonstration Analysis on Emergency Drilling Performance Assessment Based on Time Constraint Model

Considering that the methods for emergency drilling performance assessment are very rare presently,a new method based on time constraint model is put forth according to the traits of emergency drilling.This method assumes that the emergency drilling can be viewed as a set of time-limited task sequentially performed by emergency staff in the fictitious accident scenario;and the time available for each task and the competences of the emergency staff are two major aspects for the emergency drilling performance assessment.Then,according to the assessment flow and the assessment computational formula given in the paper,the quantitative result for each task performance and overall completion of the emergency drilling is achieved.Demonstration shows that this method can effectively discover the deficiencies existing in emergency response,which is helpful for the emergency management improvement.
