国内安全生产监管体系的数学模式分析

摘    要:要实现安全生产监管的全面化、科学化、规范化,必须建立安全生产监管体系。笔者借鉴安全评价的事故树分析方法和安全检查表法,根据安全生产监管体系的众多因素,提出安全监管"体系树",计算出资金保障、法律法规、机构建设、监管人员理论水平和业务能力、自身修养等在体系中的重要程度排序。用"重要度比例计算"方法进行验证,获得相似的结果。安全监管"体系树"为各地区的安全监管体系建设提供参考。

Abstract:To realize the generalization and standardization of work safety supervision,system for work safety supervision must be constructed.According to the factors affecting work safety supervision,a logic tree for work safety supervision system is complied by use of fault tree analysis(FTA) and safety check list(SCL).The importance of financial guarantee,laws and regulations,organization construction,professional ability of supervisors and self-cultivation of supervisors is ranked according to their weight in the system.Then,the method of proportion calculation for importance is used to verify this result,the conclusion is the same.This indicates that the system tree is correct and can be a reference for the construction of safety supervision system.
