摘    要:随着电信市场竞争的日趋激烈,网络质量已成为企业赢得市场和用户的最重要手段,而电信运行维护体系是电信公司提高网络质量和电信网络运行效益的基本保证。传统的电信运行维护体系的诸多弊病,制约了企业的发展,惟有改革创新才是生存和发展的出路。电信运行维护体系改革目标就是要消除原有的弊端,建立面向市场、以客户为中心、安全、可靠的运行维护体系。改革、创新应从体系的主要基本要素着手,包括组织结构、运作流程、考核机制、安全管理机制、安全理念、支撑系统等。变革后形成的新型维护体系为企业赢得了优势,提高了网络的安全性和可靠性,提升了企业的市场竞争力,提高了运营效率和利润收益。

Abstract:The competition in telecommunication market in China is getting tougher nowadays. The quality of the network plays a key role for every enterprise to win over market and client. The maintenance system functions as a guarantee for the telecommunication enterprises to improve the quality of network and thus achieve higher efficiency. There exist a number of insufficiencies in the traditional operating methods of the maintenance system, which hinders the development of the enterprises. So, reform is the only solution. The aim of the reform is hence to clear all the above-mentioned insufficiencies and to establish a market-oriented, safe and reliable maintenance system. The reform should be focused in all the major elements involved in the system, including organization structure, operating process, evaluation mechanism, safety management mechanism, safety concept and supporting system, etc. The modified system should be able to improve the competitiveness of the enterprise and bring in more profits.
