| 摘 要： | 针对目前广泛应用的安全综合评价法，分析了它存在的若干问题，并提出了改进方法。首先，根据评价指标的时间特性把评价指标分为静态和动态评价指标；并提出了评价指标的常权和变权原理及非线性无量纲模糊处理方法；最后，建立了安全综合评价的结构模型，使得安全综合评价这一方法更具实用性、合理性和可操作性
