To create unique safety science & technology in NCIST is not only a survival strategy, but also a developing strategy. This is a complicated system engineering, which should be created from macro, medium, and micro levels, coordinated from resource, capability, and inter-departments collaboration, and created from short, medium, and long terms. The countermeasures are as follows: to set and construct some unique and advantageous curriculum, such as safety engineering and technology; to introduce and cultivate teaching staff, to well manage the relationship between teaching, research and training, to set up relevant rules and regulations; and to cultivate unique campus culture.
