为了进一步理清安全生产和应急管理的根本任务,基于两者的根本内涵和理论基础,分析安全生产和应急管理的关系,论述了安全生产和应急管理的根本任务及其实现途径。结果表明:以现代安全系统工程为理论基础的安全生产和应急管理的根本任务是事前预防工作,而实现这个根本任务的途径是进行风险分级管控、隐患排查治理和应急先期处置。

The Basic Task of Safety Production and Emergency Management and Their Realization Approach

In order to further understand the basic tasks of safety production and emergency management,based on their fundamental connotation and theoretical basis,the relationship between safety production and emergency management was analyzed,and the basic tasks and their realization approach of safety production and emergency management were expounded.The results showed that theoretical basis of safety production and emergency management was modern safety system engineering,and the basic task of safety production and emergency management was prevention in advance;that realization approaches were risk rating management,hazard checking and early emergency response.
