摘    要:通过采集和分析扬州区域所涉及化学品企业、危险化学品种类与分布、应急资源等相关信息,采用Access建立数据库,并基于Visual Basic平台开发和设计了危化品信息查询、危险源管理、地图信息查询、应急资源管理等计算机模型。在化学事故发生时,可通过该系统进行信息查询、提供可行的应急救援方案及资源配置,对化学事故进行快速有效的应急救援。江苏扬农化工在液氯泄漏应急演练时采用了该系统平台,实现了危化品信息的查询、应急救援方案的确定、应急资源的配置及应急方法等,为事故现场指挥部门的决策提供科学的和系统的依据。

Abstract:Through the collection and analysis of the chemicals business information, the species and distribution of hazardous chemicals, emergency resources and other related information in Yangzhou region, an ACCESS database was created and Visual Basic was applied to design the computer model of hazardous chemicals information inquiry, hazard management, map information query, emergency resource management and so on. In the event of chemical accident, making an inquiry of chemicals, providing a feasible emergency recovery plan and the resources deploy- ment which through this system, and the emergency personnel could carry on the fast effective emergency recovery to chemistry accident. JIANGSU YANGNONG CHEMICAL CO. , LTD applied this system platform in the liquid chlorine leak emergency drill, which realized the danger information inquiry, the emergency recovery plan determi- nation, the emergency resources disposition and the emergency method and so on, as provide scientific and system basis for the incident command section decision-making.
