境外高风险地区项目安保管理研究

介绍了我国企业近来境外项目突发事件状况,发现恐怖袭击、社会治安等原因是境外企业突发事件发生的主要原因;分析了境外高风险地区项目的风险特点,阐明了加强安保管理的必要性。在此基础上,提出了境外高风险地区项目安保管理方案,包括安保评估、安保体系建设、安保设施建设、安保培训、信息搜集与预警、营地与人员出行安保以及应急准备与响应。最后,通过某中东油气生产项目分析了该安保管理方案的可行性和适用性。

Analysis on security management of overseas high-risk region project

The overseas emergency incidents trend in recent years of Chinese enterprises was introduced,and it was found that terror attack and society events were the key reasons of the incidents. The risk characteristics were analyzed and the necessity of strengthening security management was clarified. Then,the security management solution of projects in high-risk region was proposed,including security vulnerability assessment,security management system establishment,security facilities construction,security training,data screening and alert,camp and travel security control,emergency preparedness and response et al. Finally,the feasibility and suitability of the security management solution of projects in high-risk region were analyzed by a oil and gas production project in the Middle East.
