| 摘 要： | 防震减灾规划是加强地震灾害预防，提高综合防震减灾能力的重要依据。防震减灾是一项社会系统工程，制定防震减灾规划，是增强防震减灾能力的需要。目前我国防震减灾能力还相当薄弱，与美国、日本等发达国家相比，发生同等程度的地震造成的人员伤亡和财产损失要严重得多。防震减灾能力的提高，是一个长期积累的过程，必须纳入依规划发展的轨道。
