| 摘 要： | 本文对研究防灾工程动态投资决策理论和方法的意义进行了阐述;对灾害的定义、灾害的共性、灾害的分类和开展一般性防灾投资决策理论和方法研究的可行性进行了讨论;阐明了防灾工程动态投资决策的概念和特点;提出了防灾工程的抗力、灾损度、灾害的灾害势等概念;提出了防灾工程动态投资决策准则。

| Abstract: | In the paper, the concepts and characteristics of invesment decision-making (ID) for disaster resistant engineerings (DRE), and the significance studying of theories and methods on ID for DRE are elucidated; the definition, general characteristics and classification of disasters, and the feasibility of studying general theories and methods of ID for DRE are discussed; the concepts of disaster resistant capacities and disaster loss degree of DRE, and disaster potential are generalized; the criteria of dynamic ID for DRE are set forth. |
