| 摘 要： | 介绍了建设项目竣工环保自主验收制度的由来,总结了煤化工企业开展项目竣工环保自主验收面临的主要困难,提出了做好煤化工项目竣工环保自主验收工作的对策建议。指出：建设单位应从充分认识自身环保主体责任、做好排污许可证实施的技术储备、完成竣工环保示范任务、持续加强环保技术开发及投入等方面做好自主验收工作。

| Abstract: | The paper introduces the origin of environmental protection self-acceptance of construction projects,summarizes the main problems of environmental protection self-acceptance of coal chemical construction projects. To solve the problems,the paper puts forward the following countermeasures：fully understandingthe main responsibility for environmental protection by construction units,making quite preparation for pollutant discharge permitt echnically,completing environmental protection demonstration tasks,continuously enhancing the development and investment of environmental protection technology. |
