| Abstract: | The development course of emission trading pilots since the 1990s in China is summarized.China's experience with its emission trading pilot program have been analyzed and compared with the emission trading systems in the developed economies including US,UK and EU.It demonstrates that the Chinese pilots have been constrained by major problems in the development and regulation of a full market.It forecasts the actualization of the implementation framework of the "Emission Trading Pilot Scheme for Thermal Power Plants in the Pearl River Delta Region" issued in January 2007.It also assesses the prospects and challenges of the Pearl River Delta regional emission trading pilot scheme to enhance regional environmental governance and to support China's transition to markets. |
