摘    要:环境宣传教育面临前所未有的形势,当前中国社会进入了环境敏感期,环保事件频发、环保话题敏感;新媒体迅猛发展取代了传统媒体成为社会舆论的主阵地,一系列环保事件成为新媒体热议的话题;公民环境权益意识迅速崛起的同时环境责任意识淡漠,导致公民环境行为失范。以上情況迫切要求加強环境宣传教育工作。然而,面对严峻挑战,由于既有的环保宣教模式的局限性,必须对其进行结构性调整和战略升级,创新工作模式,打造升级版的环境宣传教育工作,才能适应新时期环境保护工作面临的新形势。

Discussion on the structural transformation and strategic upgrading of publicity and education for environmental protection

Abstract:Environmental publicity and education are confronted with unprecedented situation: the Chinese society comes into an environmentally sensitive period in which environmental incidents occur frequently and environmental topics are very sensitive. Rapidly developing new media has displaced traditional media and becomes the main forum of public opinion with a series of hot topics of environmental protection. While the general public' s consciousness of environmental rights and interests rise abruptly, the consciousness of environ- mental responsibility remains low. Above situation urges strengthen the work of environmental publicity and ed- ucation. Nevertheless, due to the limitations of the exited pattern of publicity and education of environmental protection, structural adjustment and strategic upgrading should be introduced, innovating an upgraded working model of environmental publicity and education. Only in this way, can environmental publicity and education adapt to the new situation.
