Study on Sustainable Development Strategy and Compilation on the lOh "Five-year" Plan of Shanghai

Based on the background of the 10th "five-year" plan, the first one for Shanghai to enter the 21st century, in order to raise its development quality and competitive power in the world, it is necessary and important for Shanghai to compile this challenging plan by the strategy of sustainable development. Four aspects of planning innovation, including vision, objects, outline and development indicators should be taken into consideration in exploring a sustainable development oriented plan of Shanghai Metropolis.
