| 摘 要： | 通过对国内外开展战略环境评价实施的研究，分析了战略环境评价程序中各个阶段的主要内容与方法，项目环境影响评价与战略环境评价在方法学上的异同，提出了我国在战略环境评价起步阶段方法研究应注意的方面。

| Abstract: | Strategic environmental assessment (SEA) is an application of environmental impact assessment (EIA) to the level of policies, plans and programs (APPs). Although there are different APPs in different countries, there still exists a basic framework of SEA. Based on good practice of SEA in the world, this paper introduced main steps and contents of SEA, analyzed the methodological distinctions between project EIA and SEA, and pointed out research emphasis of SEA methodology in China. |
