| Abstract: | The analysis upon the current state of energy consumption,pollutant emission and air environment quality shows the necessity to implement the trade policy of air pollutant emission. Thetypes, rules and regulatory instruments to implement the trade policy of air pollutant emission are alsodiscussed. Cases are given to show the ways and effectiveness of the policy. |
