土地利用规划生态环境影响区域差异研究

应用生态系统服务价值计算方法,在结合区域实际确定单位面积土地生态系统服务价值的基础上,分析了广西崇左市各县市(区)土地利用总体规划实施前后生态服务价值变化,从而评价规划实施所产生的生态环境影响.结果显示:崇左市及部分县市(区)土地利用的生态系统服务价值呈上升趋势,最大增幅达1.33%;所选取的8种生态功能变化各异,其中气体管理功能增幅最大,达1.03%.表明崇左市各县市(区)在规划实施过程中已取得一定的生态环境建设成果,生态环境质量开始向良性发展,但仍需加强生态建设的力度,进一步提升土地生态系统服务功能.为此在规划修编的过程中,应当结合生态建设的要求,更加关注对生态与环境用地的合理调控. 

Regional Discrepancy Review in Environmental Impact Assessment of Land Use Planning

Based on the calculation method of ecosystem service value and in combination with the ascertained actual regional land ecosystem service value per area, the changes of ecological service values were analyzed for each county of Chongzuo City, Guangxi Autonomous Region after the implementation of the land use planning, and the environmental impact of land use planning was assessed. It is shown that the total land use ecological service values take on the ascending trend in Chongzuo City and some counties of it, and the maximal extent of increase is 1.33 %. The increase varies greatly among eight ecological functions, with air management function having the maximal extent of increase of 1.03%. This result indicates that land use planning of Chongzuo City and each county has obtained achievements in the ecological and environmental construction. The quality of the environment began to develop to healthiness during the implementation of the planning. But the ecological construction should still be intensified, to further upgrade the land ecosystem service functions. Therefore, more attention should be put to rational control of ecological and environmental land use by considering requirements of ecological construction in the revision of the land use planning.
