河流水污染物协调分配系统分析

河流水污染物排放的规划分配问题是实施总量控制和排污许可证制度管理的一个中心环节。这个过程集中体现了整个系统对所控制区域的政策要求,根据不同的功能,不同的时期,不同的地理位置,以及河流中各排污单位对环境污染的贡献等因素,参照目前的实际管理水平,处理技术水平和经济承受能力等问题,用系统的观点对分配过程进行定量化研究,在公平-效率原则的基础上确定可实施的总量控制协调分配方案。本文通过一实例的研究,给出协调分配的一些基本思路和过程,从理论和实践上证明协调分配的可实施性。

System Analysis the Adjusting Allocation of River Water Pollutant

River Wastewater Load Allocation studies provide information to assist the effective decision making on total pollutant control and permiting system. RWLAs are water quality oriented and directed at establishing a quantitative relationship between a particular waste load and its impact on water quality. With capacity the goal of required, one is able to identify the maximum waste load that can be discharged, and thereby to determine a Fair-Efficiency level of treatment. Fair-Efficiency relates to the minimun level of treatment which will achieve a specified water quality objective.This paper gives a case study to prove RWLA''s availability in theory and practice.
