《重大环境污染事件风险源监控技术规范》总体设计

摘    要:根据环境风险源监控管理的需求,对编制《重大环境污染事件风险源监控技术规范(建议稿)》进行了研究. 提出了该技术规范编制的思路,设计了具有兼容性和可操作性的监控系统,明确了监控参数和布点原则,考虑环境风险管理,设置了数据接收处理、风险源管理、敏感点管理、固定源(包括气态源和液态源)监控、移动源监控、应急管理和系统设置等监控平台功能. 编制该技术规范,可为我国各级环保部门针对环境污染事件进行的监测活动提供规范性的依据和指导,有效推进环境风险管理长效机制的建立,为防范环境风险提供服务.

Abstract:According to the demands of monitoring and managing environmental risk sources,the establishment of "Technical specifications for monitoring major environmental pollution accident risk sources"(draft proposal) is researched in this paper.The basic establishment ideas for the technical specifications are proposed,a compatible and operable monitoring system is designed,and the monitoring parameters and monitoring site distribution principles are determined.Considering environmental risk management,the functions of a monitoring platform are designed,including data receiving and processing,management of risk sources and sensitive points,monitoring of stationary sources(gaseous sources,liquid sources) and mobile sources,emergency management,and system settings.This technical specification could provide basis and guidance for pollution accident monitoring activities of environmental protection authorities in China,promote establishing a long-term mechanism of environmental risk management,and provide service for environmental risk prevention.
