我国火电厂烟气脱硫产业化发展建议

针对我国投运、在建、拟建火电厂烟气脱硫装置的工艺应用、工程设计及总承包能力、设备本地化率、产业化管理等状况进行了分析。指出我国火电厂烟气脱硫产业化存在的问题主要表现在：脱硫市场化发展滞后于市场需求；引进脱硫技术与掌握脱硫技术之间还有较大差距；关键设备的国产化应用仍没有大的突破；缺乏系统性的脱硫工程设计、制造、施工、安装、调试、验收标准、规范；重复、盲目引进脱硫技术；脱硫公司参差不齐；脱硫市场无序、低价竞争；脱硫设备与机组同步投运率不高；投运后存在诸多问题；石灰石供应有潜在问题等。提出整顿烟气脱硫市场，开展火电厂烟气脱硫设备后评估，优选脱硫工艺，继续加大政策支持力度，建立健全烟气脱硫技术规范体系，加强行业自律等建议。

Suggestions for FGD Industrialize of Thermal Power Plants in China

This paper analyzes FGD application, design, domestic manufacturing capability, and market managementlants for power plants being built or planned. It illustrates that the major problems in the FGD industry of thermal power plants are as follows: the FGD development lags behind market demand; discrepancy between domestic FGD technology and imported FGDs; no significant progress in domestic manufacturing capability; and lack of systematic FGD design, manufacturing, installation, calibration, and verification procedures; uncoordinated import of different kinds of FGD technology; vast difference in the capabilities of FGD contractors; lack of order in the FGD market and vicious competition; operation problems with FGD installed; potential shortage of limestone supply. This paper recommends the streamlining of the FGD market, post-construction evaluation of FGD installed, promotion of better FGD technology, strengthening of governmental support, establishment of FGD standards, and improvement of industrial self-discipline.
