三峡库区危险废物污染与处置现状及对策

通过调查研究,从危险废物的产生、分类、处理处置、排放和管理方式等方面分析了三峡库区危险废物的污染与处置现状.结果表明目前三峡库区的绝大部分危险废物是已关、停企业的遗留废物,应针对其特点,加快危险废物管理和市场经营体系的建设,进一步建立和完善管理机构,杜绝其对环境的污染,保护三峡库区生态环境.针对危险废物管理中存在的问题和今后的发展规划,结合国内外危险废物管理经验,从管理、技术发展、处理处置设施建设和运行方面提出了建议,并对二期清库暂存的危险废物提出了具体的处置方案.

Current Situation and Countermeasure of Hazardous Wastes Management and Disposal in Three Gorges

The current situation of pollution and disposal of hazardous wastes in Three Gorges was investigated on the spot and analyzed from their status of generation,classification,let-off and management.It was shown that most of hazardous wastes in Three Gorges were lost by enterprises already closed.It was necessary to aim at the specialty of those enterprises to speed up the construction of the management and market system and to expedite the construction of the management institutions,in order to protect the environment of Three Gorges.On the basis of the present problems,the development tendency and other countries' experience,the prevention countermeasure and suggestions were brought forward from the point of management,technology development,facilities construction and operation.The project of disposal of hazardous wastes in the temporary depositary for secondary cleaning-up reservoirs was put forward.
