| 摘 要： | 分析了一起埋地发油管线泄漏事故的成因，根据国家安全生产监督管理总局和中国石化对突发事件的应急管理要求，指出本起突发事件应急处置中存在着风险识别不充分、处置不当、应急力量缺乏等问题，并进一步提出对策与建议。

| Abstract: | This paper analyzes the causes of one buried oil delivery pipeline leak accident. According to the SAWS and SINOPEC emergency management requirement for suddenly accident, it points out the problems during this accident emergency treatment, such as deficient risk identification, inappropriate treatment and lack of emergency forces. |
