海岸带综合管理的区域性特征及其发展机制

在综述国内外海岸带综合管理（ＩＣＺＭ）进展的基础上，以人地关系地域系统为理论基础，论述了ＩＣＺＭ的区域性特征。从地理学看，海岩带是一个开放的复杂的巨系统，有着明确的边界范围，具有可度量性。从管理学看，其模式的多样性反映了区域自然条件和社会条件的差异性，是人地关系双向运动平衡协调的结果，从社会学看，其战略实施先在地方级别上应用，在获得足够的经验或成熟之后，再推广到地区级、省级和国家级的计划中去的空间

Regional characteristics and development mechanisms of integrated coastal zone management

The article deals with the development of ICZM at home and abroad, and ICZM, based on the theory of relationship between the human and the earth. The coastal zone is a complex open system, and has a clear cut boundary range and can be measurable in geography. The diversity of management models gives the reflection of difference of regional nature condition and social condition, and is the concerted results of two way movement balance of relationship between human and the earth in the management. In the sociology, the stratigical measures are applied at local level at first, and extended gradually into the programs of the regional, provincial and state level after getting sufficient experiences, or after being matured. The facts that the establishment of the ICZM regime is a process of gradual concerted action of sector management, blazing new trails in regime is the guarantee action of success, technical progress is the motive force, the cultural creative patterns are the goals and are summarized in the article. ICZM will be the development mechanisms of the primary governmental functions in the coastal region. Finally, the evaluation on the position and role of ICZM in the marine affairs in development of our country was made.
