| 摘 要： | 环境伦理学、资源价值理论以及环境管理实践的发展为我国生态补偿机制的实施创造了基础条件。我国应制订生态补偿法，建立生态补偿机制，并在社会各层次进行实施，以促进我国生态环境建设。对生态补偿法基本范畴和制度设计进行了探讨。
