| 摘 要： | 生态补偿应当克服社会习俗，经济状况和经济承受能力及行政管理费用制约因素的影响，开展生态补偿法律，政策及适用于生态破坏影响的数量化技术的研究，以环境影响评价为切入点和载体，才能从理论走向实践，与环境保护实践紧密结合起来。

| Abstract: | Ecological compensation should overcome the restraints of social customs,ecnomic development level,financial strength and charge for administration and management.Research should be made in enacting relative laws,making policies and the quantiative technology applied to controlling ecological damage.Environmental assessment and ecological compensation should be combined together to play an effective role both in theory and practice. |
