| 摘 要： | 生态环境补偿费是一种为恢复和保护生态环境系统功能，使外部不经济性内部化的经济管理手段。本文在论述市场经济条件下征收生态环境补偿费的理论依据，法律依据，政策依据和实践依据的基础上，对实施征收生态环境补偿费的机制和条件作了分析，并提出了建设性的意见。

| Abstract: | The biological compensatory charge is an economic management dedicated to restoring and protecting the systematic functions of eco-environment and internalize the external non-economic feature.Viewing from the theoretic,legal,policy-making and practical bases,the article discusses the mechanism and comditions for levying compensatory charges under the market economy and proposes constructive suggestions. |
