| 摘 要： | 环境监理是一种新的环境管理实践，它适应了建立社会主义市场机制、机构改革和强化环境执法的需要。环境执法是健全环境法制、加强环境管理的重要手段，它具有自身的特点。当前，要加强环境执法，一是加强征收排污费，二是健全执法机构，三是制订合理的工作程序。

| Abstract: | Enviromental supervision is a new practice of environmental management.It satifies the needs of establishing socialism market mechanism,reforming organisation structures and strengthening enforcement of environmental laws ,Enforcement of environmental law, which has its own characteristics,is a key way to improve environmental legislation and management.Currently there are three necessities in strengthening enforcement of environmental laws.One is to strengthen levy collection on pollution discharge,the other is to improve the executive agencies and the third is to develop appropriate procedures. |
