| Abstract: | This article introduces the components of strategic environmental assessment.They include the assessor,the assessed,the objectives,the criterion and the method.It also analysizes their internal relations and their relation with strategic environmental assessment and proposes the working procedures of SEA based on the analysis of SEA structure. |
