| Abstract: | Totality control is closely related to both the pollution source and environmental objectives.It pays attention to the environmental improvement within the area.The function areas should be scientifically categorized,discharge limit set,and treatment plan inked.The focus should be given to legitimate management,the implementation of treatment plan and the supervision of pollution source. |
