| 摘 要： | 大型老钢铁企业由于历史原因，存在规划布局差，设备陈旧，工艺落后，治理欠帐多，污染严重的现实状况，在政府环保意识相对超前，对企业环保要求不断提高的情况下，企业应如何作好环何工作，作者认为把环境保护纳入企业发展规划，通过技术改造才是最有效的管理途径。
