任务观察在矿山安全标准化管理系统中的应用

摘    要:分析了任务观察工作的发展情况及其在矿山安全标准化管理系统中实施的必要性,介绍了任务观察在杜邦公司及其他行业的应用,并在此基础上设计出了编写程序、组织培训、制定计划、实施观察、行为干预、形成记录及报告、统计分析、评审改进8项PDCA循环发展的矿山安全标准化管理系统中的任务观察管理流程,明确了其与安全检查的异同点及其在实施过程中应注意的事项。任务观察管理流程的应用对矿山企业完善安全标准化管理系统、控制人员不安全行为具有重要的意义。

Abstract:This paper analyzes the development situation of mission observation and the necessity of its implementation in the safety standardization system of mines and introduces the application of mission observation to the DuPont Company and other industries.And on this basis,the paper designs eight task observation processes of mine safety standardization system according to PDCA cyclic development model: program compiling,training,plan making,observation implementation,behavioral intervention,formation of records and reports,statistics and analysis,and assessment improving.By analyzing the application of mission observation to mining enterprises,the paper points out its differences and similarities with safety check and thee matters that need attention during the implementation process.The application of this process has great significance in perfecting the safety standardization management system of mining enterprises and controlling the unsafe behaviors of personnel.
