摘    要:结合松花江水质特大污染事故处理全过程,根据亲身体验,指出本次处理突发性污染事故中存在的主要问题,并提出相应的意见和建议,对我国建立突发性环境污染事故应急处理系统,进一步做好突发性环境污染事故预防和处置工作,切实有效地防止突发性环境污染事故的发生有积极的意义.

Abstract:According to the course of the contamination accident of Songhua River, this paper analyses the main problems existing in the response to the sudden accident and thereby offers some ideas and suggestions. They might be useful in preventing sudden environmental pollution accidents from happening and improve our ability of the prevention and treatment of emergent accidents, and they also have positive sense to building the disposal system of suddenly accidents.
